Action Plan

 (4) Expectations:

Achieving self-sufficiency through reduction of poverty through productive employment, expansion of infrastructure, creation of modern irrigation management and drainage opportunities, establishment of social justice, prosperity in agriculture, access to improved education and health care, reduction of gender inequality and self-reliance through improved communication. Where the people will be able to live in peace, security and tranquility and the people of all areas of the Union will be able to travel and receive free communication.

(5) Objectives of the Five Year Plan:

We know that almost half of the people in Bangladesh are living below the poverty line. Their access to the basic necessities of life is limited. The condition of the people of Union Parishad is not different from the condition of the people of the whole country. Initiatives have been taken to formulate sound plans to improve the living standards of the people of the area by reducing their poverty. The main objective of the Rampal Union Parishad's five-year plan is to reduce poverty by using the Union Parishad's own resources and the money officially allocated for the Union Parishad according to the needs of the people and in an integrated manner on the basis of authority. The specific objectives of the Five Year Plan are as follows:

করণ Ensuring transparency, accountability and efficiency of the Union Parishad through formulation and implementation of development plans of the area with the participation of the people's representatives;

ন Planned development of the Union to meet the basic needs of the people at all levels;

সৃষ্টি Establishing partnerships of union councils with nation building organizations to ensure the provision of services according to the needs of our people;

বৃদ্ধি To increase the productivity of irrigation management, drainage, grain, livestock, fisheries, etc. of the area by providing planned services and cooperation;

Create opportunities for access to improved education and health services and increase the capacity of the people in the area to receive them; And

বৃদ্ধি Increase inter-communication within each union and ensure better communication system with the union and other union councils.

(6) Planning process and techniques:

Some steps have been followed in the planning process. Through which Rampal Union Parishad has for the first time been able to formulate a five year plan book.

     Firstly, a planning coordination committee has been formed with the council members and competent government officials to prepare the annual plan subject to the approval of the union council meeting.

 

     Secondly, the Planning Coordinating Committee has reviewed the sources of resources and the flow of funds. Which in turn helps the council draft draft integrated plans and potential budgets.

    Thirdly, the Union Council Standing Committee has been responsible for identifying the sector-wise problems and determining the demand through the Wards Sabha by making the active government manpower responsible. Then: Planning Coordinating Committee Collecting Demands / Proposals from the Standing Committee, accepting the plans and making an integrated plan with them.

     Fourth: The Planning Committee has presented the draft plan in the Council meeting for detailed discussion. After that, the Union Parishad has called a ward meeting to discuss the draft plan again in 9 wards. Participants in the ward meeting listened to the draft plan and re-expressed their views. Finally, the council is giving final approval to the plan.

The project implementation committee will be responsible for the implementation of the project. Based on the decision of the meeting of the Union Parishad, the concerned nation building organization will take necessary steps for the implementation of the project. As a result, instead of taking small projects, inter-ward development plans and projects will be created.

(6) Wealth and its source:

The sources from which resources will be extracted for the implementation of the development projects of the Union Parishad are as follows:

1. Union Parishad Development Assistance Fund (LGSP);

2. Revenue surplus;

3. Money of various departmental programs / projects handed over to the Union Parishad;

4. Funds created by money received from grants from local wealthy individuals for the implementation of any authorized project.

5. Land Development Tax 1%

6. Kabikha, Kabita, etc.

7. Donor agencies

8. Non-governmental organizations

 

(6) Limitations of the Five Year Plan:

As the first five-year plan at the union level, the plan has some limitations. These are as follows: As there is a lack of information in different sectors at the union level, it is difficult to set targets by analyzing the current situation of the sector concerned. As there is no outline for formulating a five-year plan at the union level, skepticism has been observed in the minds of officials of various departments at the initial stage. Due to this, more time has been spent on planning. And all the government officials at the union level are not going to be meticulously handled as they have not been fully transferred to the council.

The importance of education is immense for national progress and positive change in socio-economic conditions.
